So What?
1) This chart shows the enacted budgets for the State of California from fiscal years 2000-01 through 2008-09 and the
Governor's proposed budget for fiscal 2009-10 (as of January 9, 2009).
2) The budget generally is comprised of funds from multiple sources: State, Federal, non-government, and reimbursements.
3) The State funding sources are: General Fund, special funds, and selected bond funds.
4) This chart shows only the State and Federal Funds, by far the most significant sources.
5) Federal funding comprised between about 28% to 36% of California's budget over this timeframe.
6) State funding increased approximately 45% from 2003 to 2008.
7) Federal funding increased approximately 4% from 2003 to 2008.
8) The impact of economic recession is clearly visible in California state funding.
9) Federal funding looks little impacted by economic recession.
10) The Governor's fiscal 2009-10 budget proposal returns to California to approximately 2006-07 levels when combined with
Federal funding.
11) Total State and Federal funding is proposed to drop approximately 4% from fiscal 2008-09 to 2009-10.
