So What?
1) NAEP stands for National Assessment of Educational Progress and is taken by most public school students in 4th, 8th, and 12
th grade as required by the U.S. Department of Education.

2) This is a measure of how closely state reading proficiency standards match those of the U.S. Dept of Education NAEP.

3) The blue bars represent the percent of 4th graders in that state that met in 2005 the state reading proficiency standard and
the red bars represent the percent of them that met the NAEP reading proficiency standard.

4) If the state and NAEP proficiency standards were identical, the bars would be equal height.

5) One can see reasonably good agreement between the Massachusetts (MA) 4th grade reading proficiency standard and that
of the NAEP.

6) One can see a significant difference between the Mississippi (MS) 4th grade reading proficiency standard and that of the
NAEP.

7) These shows how difficult it is to compare student and school academic performance across states if each is using a different
standard for proficiency.

8) For example, Mississippi (MS) could say that 88% of its 4th graders are proficient in reading, while California (CA) might say
that 48% of it's 4th graders are proficient in reading. However, when comparing with the same (NAEP) scale, the results are
nearly identical with about 18% and 21% proficient in reading, respectively.
