
So What?
1) NAEP stands for National Assessment of Educational Progress and is taken by most public school students in 4th, 8th, and 12
th grade as required by the U.S. Department of Education.
2) This is a measure of 8th grader reading proficiency in 2007 in both public and private schools, broken out by teacher report
of their certification type.
3) NAEP Reading proficiency levels for 8th grade are: Basic 243, Proficient 281, Advanced 323. (See NAEP Reading
Achievement Levels by Grade).
4) One can see a clear relationship between reading proficiency and teaching certification type.
5) In public schools, average reading proficiency of students taught by teachers with 'Provisional' or 'Temporary' certificate type
or 'No certificate' is about the same.
6) Average students of teachers of any certificate type in both public and private schools, are above the NAEP Basic
achievement level and below the NAEP Advanced achievement level.
7) Average students of teachers of any certificate type in public schools are below NAEP Proficient achievement level.
8) One can see that average reading proficiency of students of uncertified teachers in private schools are higher than average
reading proficiency of students of all teachers regardless of certificate type in public schools.
